(November 7 th , 2006 Beijing) With the s upport of the Beijing Police Traffic Management Bureau, CAA , working in cooperat ion with the Beijing East Modern Motor Vehicle School and 10 other driving schools , initiated the “ Traffic Safety New Driver Movement . ” This campaign called on all new drivers in Beijing to drive carefully and safely, in order to create a safe traffic environment in preparation for the Beijing 2008 Olympic Games. Today, all delegates from the Beijing East Modern Motor Vehicle School and the other driving schools signed the “ Traffic Safety New Driver Promise Book ” together. They promised that, in the next 6 months , they would not disobey any traffic rules n o r cause any traffic accident. This was the sign of the movement beginning.

The deputy director general of the Beijing Traffic Management Bureau Safety Supervision Division , Hao Manliang , said , “ H armonious traffic is an important sign of a harmonious society. However, to construct harmonious traffic is a complicated project. S trengthen ing the consciousness of traffic safety requires the whole society to work together. This campaign has an important significance for both making traffic more harmoniou s and creating a good traffic environment. ”

“ Safe Driving by Me ” is a public interest movement specially designed to help new drivers to drive safely . Beijing drivers who have driv en less than 3 years can take part in this campaign freely through the sign up method , a nd they can receive the ir member card from CAA.

Th is series of activities aim s at strengthen ing drivers ' traffic safety consciousness. As the sponsor ing party, CAA w ill work in cooperat ion with Zhongde Safe Driving to hold an “ Inland New Driver Safe ty Training Campaign ” in the coming months. They w ill send special ists to train the new drivers. The training contents include safe driving knowledge, good driving habits, hazard protection consciousness, mechanical failure elimination, practice experiences , and so on. The training sets up a good base for c reating harmonious traffic and reduces the rate of traffic accidents.

According to some statistics, in 2005, there were about 350,000 new drivers, about 360,000 enrolled motor vehicles , and about 1 , 000 new drives driving on the road everyday. In China, the new drivers who have driven less than 3 years are less than 30% of all drivers, however, the accidents caused by new drivers are more than 50% of the total. Many new drivers were not only lack ing in good driving skills, but also lack ed a keen consciousness of traffic safety. Therefore, with more and more new drivers , there are more and more accidents. People like to make a joke , call ing new drivers with less than 3 years experience “ Road Killer . ” With the 2008 Beijing Olympic Games coming , getting new drivers to drive safely has become a high p riority of the society.

CAA Top Executive Officer Fang Weilian said , “ Overseas traffic safety organizations provided ed some research results showing that a new driver ' s first half year is the period of highest risk of traffic accident s . This is the reason for us to hold six - month long activities. In this situation, we see that if we want to curtail traffic accidents, we should develop a safe driving consciousness and master the necessary skills at the beginning of driving. So , we choose new drivers as the major target group of our campaign . Of course, we will be very glad if this movement would also benefit more experienced drivers. ”

Mr. Fang said , “ Last year, we took up the subject ' Inland Traffic Safety Society Movement ' to publicize traffic safety knowledge, including ' Safe ty -belt s and Airbag s,' 'Speeding,' ' Drunk Driving ,' and ' Child Safety .' We received good comments from all audienc es. This year, we are more concerned with providing a benefit to private car owners , as a public interest in support of protect ing people ' s lives. ”

During this movement, Pegasus Communications supported CAA to complete campaign management and media publication. Therefore , “ Traffic Safety New Driver Movement ” attracted much attention from all audienc es and media.
